A fan bar= A fan bar is so if you have a fan of your RPs, they can copy your fan bar to their signature. It lets people know that you are good. Also say this person goes to a different fed and they see your fan bar they come check out the place and you. Its good advertisement. A lot of feds i have seen use them so most of them know what they are so they wont be like whats that lol.
